Open GApps for Android 11.0 (arm64)
The Open GApps project provides pre-built Google Apps packages for various Android versions and device architectures. For Android 11.0 on 64-bit ARM devices (arm64), the latest stable package is open_gapps-arm64-11.0-pico-20220215.zip, released on February 15, 2022. The pico variant is a minimalist package including only the core Google apps. Other variants like nano, micro, mini, full, and super are available with increasing number of included apps. You can download the open_gapps-arm64-11.0-pico-20220215.zip package from:

To install, boot into recovery mode and flash the zip file. Make sure to install it immediately after flashing the ROM, before first boot. Note that the Open GApps packages only provide the APKs, you need to obtain the proper licenses by buying an OHA-licensed device or acquiring the apps from the Play Store.
